The national Plan for Change sets an ambitious target: clean power by 2030, and a Britain that leads the world in renewable energy. In Sandwell, that ambition is being delivered through new homes built to the highest environmental standards and community schemes that make clean energy accessible to everyone.

20 New Council Homes: Built for the Future

In Spring 2025, Sandwell Council completed 20 new council homes built with integrated solar panels and superior insulation — a £6.2 million investment in genuinely sustainable social housing. These homes were designed from the ground up to minimise energy consumption, providing lower energy bills for the families who will live in them for decades to come

6 Affordable Homes at EPC A/B: October 2025

October 2025 saw the completion of a further 6 affordable family homes, delivered for £2.1 million. Each property is fitted with solar PV panels and achieves an EPC rating of A or B — the top two tiers of energy efficiency.

Councillor Peter Hughes, Cabinet Member for Regeneration and Infrastructure, said: “This development is a fantastic example of how we’re investing in high-quality, energy-efficient homes for Sandwell residents.”

Solar Together: Community Energy at Scale

Sandwell Council actively promoted the Solar Together West Midlands scheme — a group-buying initiative that makes solar panels and battery storage more affordable for private homeowners. The scheme ran registration to June 2025 with installations by January 2026, and attracted more than 2,900 sign-ups across the region.

ECO4 and the Great British Insulation Scheme

Sandwell has used its Local Authority Flex powers under the ECO4 and Great British Insulation Scheme to extend eligibility for insulation and energy efficiency measures to low-income households across the borough, coordinated locally by the council.

The National Context

The government’s £15 billion Warm Homes Plan, the launch of Great British Energy, and the commitment to clean power by 2030 are transforming Britain’s energy landscape. Over 2.7 million households receive the Warm Home Discount, and 400,000 clean energy jobs have been created nationally.
